The text of the panel of" the role of organization of civil society in Anti-Corruption''

Prevention and transparency department in commission of Integrity of Kurdistan Region arranged a discussion about '' the role of the organizations of civil society in confronting corruption'' for each Dr. Ahmed Anwar chairman of commission of Integrity, DR. Dana Said Sofi, Masud Abdulkhalq the activist and Kirmanj Osman the consultant.

Rebaz Ali officials of the division of relation with organizations in the beginning said:'' under the light of the role of organizations in confronting corruption how further can cooperate in guarded people for Anti-Corruption and establishing a strong connection between (Commission of Integrity of Kurdistan Region and organizations especially those organizations that their duties and activities Is special for transparency and confronting corruption were arranged in this panel.

The panel was managed by journalist Sarkhel Hashm and in the beginning of his questions first asked to chairman of commission that does your commission had any cooperation with the organizations of civil society?

Dr. Ahmed Anwar: Corruption crime is more dangerous than terrorism.

Dr. Ahmed Anwar chairman of the commission of Integrity of Kurdistan Region restated that corruption crime is more dangerous than terrorism. The duty of organizations of civil society is a volunteer job and it is important and has many effects on building public opinion of society, the organizations must work on guarded citizens and cooperate in prevention of corruption.

Chairman of commission stated the importance of the roles of organizations in formulating the strategy of corruption and having information in corruption cases and observe the institutions.

Specifically answered the questions and said:'' commission of Integrity opened all the gates toward all organizations without discrimination, gladly will accept all comments and suggestions.

Sarkhel Hashm guided a question to Dr. Dana Said Sofi and said:'' why till now the organization couldn't abled to take serious step and what's the role of the organizations in formulating the strategy of corruption?


Dr. Dana Said Sofi: Commission must give more clarifications.

Dr. Dana answered the questions as formulating the strategy of corruption which is the bases of the acts of organization must have an important role. And have role in guarded people and observe duties of commission and assessing them, while having any notes commission must clarify more.

Before formulating the strategy of corruption organizations takes four main roles which contain: 

-Defending training and guarded people as an active power which has an effect on moving corruption cases.

-Must build a political aim without this aim will be difficult to confront corruption and till now couldn't able to achieve it?

-Organizations must have an effect on public opinion of society which stops on a point it doesn't mean that the organizations is uninterested but most of the time their actions not taken seriously by institutions.

-Encouragement/ formulating the strategy of confronting corruption in Kurdistan Region within initiation of some organization as (UNDP) which works on Anti-Corruption after implementing many (field survey) reached a conclusion.

The most important one was (Political change). This means a chance to formulating the strategy of corruption and collecting information which consider as a basic and important reason in observing and assessment of formulating the strategy of corruption.


Masud Abdulkhalq: Commission of Integrity must not feel shy toward corruptor.

While the panel many questions came across and the presenter of the panel asked a question to Masud Abdulkhalq and said:'' how is the form of being in party of organizations in Kurdistan Region?

He answered as the authority is not for presidents and chairpersons in progressive countries, also authority is given to citizens and consider as their own right. Generally the duty of organization is difficult and we have more than (3300) organization and some of them took a great roles.

Kurdistan Region has two opposite guides which creates a good ground for corruption. Kurdish society in Kurdistan Region involved cessation.

Commission of Integrity must build a bridge between citizens and authority and admixture them together. Commission of Integrity and organizations must have roles in calming down the anger of citizens.

The opinions of some citizens on organizations and commission of Integrity is that themselves are a part of corruption and commission of Integrity shall not feel shy in any case of corruption, must mention the names of corruptors and commission of Integrity must weekly or monthly publish the report of activities till society be aware of their works.


Kirmanj Osman: Corruption is a disease which took some of the organizations

From international view and role of organizations in agreement Kirmanj Osman consultant of commission of Human rights stated:'' the history of establishing the organizations of civil society was in 1991 and those organizations worked till 2003 on construction of Kurdistan Region, after that he changed his work guide for civil and education…..etc.

In 2005 many law makers build a network which was the beginning of movement and take action of civil organizations.

Organizations must take benefit from documents and agreements between countries. And take benefit in design and technology of developed country in the field of Anti-Corruption.

And said:'' Corruption is a disease and took some organization which the organization itself doesn’t believe in Anti-Corruption.


Nazanin Salih: Organizations must cooperate

In the end of the panel after a warm discussion between the present ones and general director of Administrative and Finance department in commission of Integrity of Kurdistan Region, She stated that the questions went in a frame of investigation not transparency, organizations must cooperate in prevention in corruption and publish awareness among citizens and employees not involve in any corruption act.
